on 12 march, officials in new caledonia issued pre-alert erica forecast impact territory. evacuation centers set in churches , community halls. schools throughout island closed , airports shut down.
despite rapid weakening before landfall, erica produced intense winds, gusting record 202 km/h (125 mph) in nouméa. ten-minute sustained winds recorded 144 km/h (89 mph) around center of storm.
an estimated 892 families affected erica, , erica reported have caused 2 deaths , injured 80 people. in addition 1,000 people estimated homeless. several communication lines severed, , tribes , farms devastated. 20% of electricity customers in nouméa without power, , 60% of customers on main island s west coast without power. in yaté, police assessed half of population without shelter, , in pohé, estimated 90% of crops destroyed erica. on 17 march 2003, 17 of 66 secondary schools in new caledonia functioning, others still closed due safety concerns. university of new caledonia badly damaged. however, primary schools functioning.
south province, new caledonia formed emergency committee following storm, led jacques lafleur. committee assisted in filing damage claims caused cyclone. after storm, 60 french specialists sent new caledonia in rebuilding areas hit hard erica. ministry of overseas france head brigitte giradin arrived in nouméa on 17 march investigate damage. following visit, brigitte giradin announced us$17 million sent rebuild 1,000 homes on island nation, including additional us$500,000 in disaster relief island country. transport aircraft stationed in tahiti brought 1.5 short tons (1,400 kg) of emergency supplies.
following erica s heavy rains, feared existing dengue fever epidemic become more widespread. prior erica, there 437 cases of dengue fever in 2003 alone. risk leptospirosis increased erica. high winds , strong rains resulted in damages of @ least us$15 million, particularly schools. 2 fatalities total reported result of erica. name erica retired after season.
