the road officially begins @ interchange howard avenue, small former alignment in place serve several homes, named dougall place . road narrows four-lane dual carriageway (speed limit of 80 km/h or 50 mph) four-lane undivided urban arterial road, speed limit of 60 km/h (40 mph). roadway heavily built-up on sides, shopping plazas , businesses, houses well. largest of plaza south windsor walmart (located south of e. c. row expressway).


north of walmart , interchange e.c. row expressway, road becomes narrowly divided four-lane arterial road, passing under 1 railway overpass, passing next zalev brothers [1] scrap yard. here, dougall road continues north, lanes default onto ouellette place.

the intersection of ouellette place dangerous (among dangerous in entire city), shape , angle of intersection (and reduced visibility 1 active , 2 removed railroad overpasses) draws attention of motorists behind them when trying continue straight (by making left-turn) on dougall avenue, or make left-turn onto ouellette place northbound dougall avenue southbound. road designed keep majority of traffic onto ouellette avenue, , has been cause of many accidents, such rear-end collisions. there have been petitions , windsor city council fix intersection or close off access dougall avenue entirely (and have signs directing motorists want access dougall avenue use eugenie street).
