the freeway undergoing extensive upgrades, including addition of lanes part of citylink tulla widening project.


first proposal (2014)

the original project announced in april 2014 then-premier denis napthine unsolicited proposal transurban, transurban providing bulk of funds upgrade. original design have involved widening of entire western link of citylink bulla road (stage 1) , tullamarine freeway bulla road melrose drive (stage 2). in addition, transurban s tolling concession extended year, 2035. work on original upgrade expected commence construction early–mid 2015, , expected completion early–mid 2018. original project designed complement former east west link project cancelled after daniel andrews won government @ state election in november 2014. led original project being postponed, scraped , modified current 2015–present form (with no connection defunct east west link).


current proposal (2015–present)

in august 2015 new proposal widen citylink , tullamarine freeways put action elected premier daniel andrews. project consists of 2 stages increase road s daily capacity shorten trips between melbourne airport , cbd during morning peak , afternoon peak times. following upgrades started in october 2015 (stage 1) , may 2016 (stage 2). entire project anticipated complete late 2018.


the upgrade involves construction of new lane in each direction melbourne airport power street, upgrades bell street, flemington road, english street , mickleham road intersections, , creation of dedicated lane between calder , tullamarine freeways bell street, reduce weaving. speed limits lowered on parts of freeway during construction work, , after construction, result of lane narrowing. project install electronic freeway management system, involving cctv cameras, variable speed limit, , electronic message signs.


controversy has arisen due proximity of strathmore secondary college new ramp @ bell street. removal of tree part of flemington road intersection upgrade resulted in public protest.

extra lanes

part of upgrade adding more lanes between melbourne airport , west gate freeway. between citylink (western link) , west gate freeway 1 additional lane in each direction added consuming current emergency lanes lower current speed limit 100 km/h down 80 km/h sparked major controversy in public. new emergency stopping bays similar monash freeway s emergency stopping bays provided possible.
