history
1962

in 1962, taiwan television(ttv) started broadcasting @ time when broadcasting regulations did not protect minorities. operational guidelines of government information office(gio) stipulated allocation, control, , use of broadcasting resources “should give consideration rights , benefits of minorities , disadvantaged groups.”

1980s

since 1980s, social activism brought major changes in taiwan, , native peoples became aware of own identities , rights, wanted have more programs in mother tongue.

in 1984, indigenous radio program green mountain , jade hill, produced fu hsing broadcasting station, broadcast.

in 1985, indigenous tv program spring in green mountains produced public television video production (公共電視節目製播組), subordinate unit of broadcasting development foundation (bdf).

1990s

in 1990, council cultural affairs(cca) of executive yuan , gio began subsidizing production of indigenous , hakka programs.

in 1992, broadcasting channels opened public access. 5 new tv stations, 35 medium power stations, , 46 low power stations, there around 200 stations in taiwan, 1 of which, lanan, covered indigenous peoples’ issues.

in september 1994 pts preparation committee recruited 24 indigenous people training professionals in visual production industry, 11 of whom selected outstanding performance work journalists @ pts. has helped more indigenous people become formal part of media industry since time.

on december 1, 1996, council of indigenous peoples of executive yuan (cip) set express responsibility consulting indigenous media.

on may 31, 1997 public television service act passed, article 11 of states indigenous programs should “maintain diversity, objectivity, fairness, , consider balance among different ethnic groups,” , programming, interviewing, filming, editing, , narration should done indigenous journalists. first indigenous tv program production team formed.

education act indigenous peoples

in june 1998, education act indigenous peoples 原住民族教育法 passed. article 26 of act stipulated channel or tv station expressly run , native peoples must established (amended in 2004 article 29).

pts began formal broadcasting in july 1998. station first introduce native produced program, formosa aboriginal news magazine. transmitter locations, however, prevented many indigenous areas receiving signal. pts cultivator , platform, indigenous talents in tv industry have demonstrated professional capacities. unfortunately, work in taipei, place cannot observe detailed problems , needs of indigenous villages on extended period of time.

to indigenous people voice needs , accurately report on situation of indigenous villages in different places, news department of pts started indigenous tv talent cultivation program. second tier of program began in march 2001 funding cip , council of labor affairs(cla) , third tier commenced in july 2002. more 60 skilled people capable of producing program independently trained on course of three-tiered program.

2000s

in 2001, when second tier of cultivation program in operation, deputy minister of cip, kao cheng-shang (bajack gilin), commissioned pts promote establishment of tv channel exclusively , indigenous people.

in 2003, budget of nt$330 million earmarked, frozen legislative yuan pending improvement of signal transmission in indigenous areas.

in september 2003 gio , cip worked on formulating policy of shared satellite , disk radio , television stations; under government rent dedicated transmission satellite , draw budget distribute satellite receiver indigenous families in mountain areas ensure signal reception.

in 2004, legislative yuan approved establishment of tv station exclusively targeted @ indigenous people, located on channel 16. however, inadequate production facilities forced programming produced tv station. according government procurement regulations, contracts must subject open bidding process. result, taiwan television won bid. trial broadcasting started on december 1, 2004 , official broadcasting began on july 1, 2005, formally establishing first indigenous tv station in asia. second bid conducted in second half of same year , awarded eastern television (ettv).

three bids conducted within first 1 , half years since taiwan indigenous television (titv) started operate after approval. caused anxiousness among crew long term plans cannot made without steady foundation. implementation of policy of eliminating involvement of political parties, political forces, , military media, legislative yuan reviewed statute regarding disposition of government shareholdings in terrestrial television industry, article 14 of stipulated: “the production , broadcasting of indigenous tv programs should executed public television service foundation effective year following act’s promulgation.”

2007

in january 2007 public television service foundation established titv operational branch. station has gone on become non-commercial public media platform indigenous people voice opinions, ensure right informed, , pass down cultural heritage.

2016

on july 6th, 2016, titv launched on terrestrial tv service in taiwan, , became able receive antenna, audiences in indigenous villages.
