in 1975, eastwoodhill trust act passed parliament , eastwoodhill trust board founded. next, h. b. williams donated eastwoodhill board. williams agreed vesting of property in board established under private act, in belief body constituted offers best prospect maintenance , development of arboretum . in 1994, act adapted.
