the independent labour party in leeds announced standing candidate in by-election. considering philip snowden later became labour mp , chancellor of exchequer , 2 other local men candidates, t. b. duncan, secretary of shop assistants association. party reportedly not particularly strong in division, few members , in need of financial support party headquarters. keir hardie visited leeds other top labour , trade union officials in july 1902 discuss by-election. however, lack of resources forced labour not bring forward candidate. had by-election fight in clitheroe in lancashire better prospect , @ meeting of ilp in leeds on 4 july, hardie told members fight in north leeds have wait future election. ironically labour position in clitheroe seat strong both liberal , conservatives chose not contest , labour candidate david shackleton returned unopposed.
