17 march 2011: un security council, acting under authority of chapter vii of un charter, approved no-fly zone vote of ten in favour, 0 against, , 5 abstentions, via united nations security council resolution 1973. 5 abstentions were: brazil, russia, india, china, , germany. less twenty-four hours later, libya announced halt military operations in response un security council resolution.

19 march 2011: french forces began military intervention in libya, later joined coalition forces strikes against armoured units south of benghazi , attacks on libyan air-defence systems, un security council resolution 1973 called using necessary means protect civilians , civilian-populated areas attack, imposed no-fly zone, , called immediate , with-standing cease-fire, while strengthening travel bans on members of regime, arms embargoes, , asset freezes.

24 march 2011: in telephone negotiations, french foreign minister alain juppé agreed let nato take on military operations on 29 march @ latest, allowing turkey veto strikes on gaddafi ground forces point forward. later reports stated nato take on enforcement of no-fly zone , arms embargo, discussions still under way whether nato take on protection of civilians mission. turkey reportedly wanted power veto airstrikes, while france wanted prevent turkey having such veto.
